AXS is a treasury-anchored governance token, with game hooks that funnel value into a shared pool
Axie’s token design is built around one big bet: route real economic activity into a Community Treasury, then use AXS to decide what happens next. The whitepaper frames AXS as an ERC-20 governance token for the Axie universe, with rewards tied to staking, gameplay, and governance participation via its AXS governance token design.
The project’s own AXS page is even more explicit about the intended loop. AXS holders are meant to steer “usage of a Community Treasury,” while that Treasury receives fees from trading and breeding activity.
From a Treasury Risk Manager’s seat, this matters more than any single “utility” claim. AXS does not live or die on whether you can spend it in one menu. It lives or dies on whether the Treasury loop remains credible when volumes drop, when unlocks hit, and when governance power concentrates. Supply, unlocks, and who controls dilution
AXS has a fixed maximum supply. The whitepaper states total supply will never exceed 270,000,000 AXS, and that unlocks follow a predetermined unlock schedule lasting 65 months from the public sale.
On the market data side, CoinGecko reports an estimated circulating supply of 169,383,414 AXS and a max supply of 270,000,000 AXS (as shown on the CoinGecko AXS page as of March 6, 2026).
That gap is your dilution overhang. Some of it is mechanical and expected. Some of it is political, because “when” unlocked tokens become issued is not always automatic.
The whitepaper explicitly separates unlocks from expected issuance. It notes that expected issuance may be slightly lower than the unlock schedule, and that the Play-and-Earn and Ecosystem Fund allocations may not be issued until the game is ready for a growth phase even if unlocked.
AXS allocation breakdown (per whitepaper):
- Play and Earn: 20% (54,000,000 AXS); locked, with issuance starting in Q1-Q2 2021.
- Staking Rewards: 29% (78,300,000 AXS); locked, with issuance starting in Q1-Q2 2021.
- Ecosystem Fund: 8% (21,600,000 AXS); some unlocked, some locked.
- Sky Mavis: 21% (56,700,000 AXS); some unlocked, some locked.
- Advisors: 7% (18,900,000 AXS); some unlocked, some locked.
- Public Sale: 11% (29,700,000 AXS); unlocked.
- Private Sale: 4% (10,800,000 AXS); some unlocked, some locked.
If you want to model AXS as an asset, you need a view on two levers. First, the remaining unlock curve. Second, the discretion embedded in “issuance” for ecosystem-facing buckets. Applying a consistent tokenomics methodology helps keep those levers explicit rather than implicit.
Utility in practice: where AXS is spent, staked, and earned
AXS has three operational surfaces that matter: staking, payments inside Axie experiences, and governance weight.
Staking: The whitepaper describes staking as locking AXS to earn AXS rewards via the staking dashboard, with a staking rewards allocation of 78,300,000 AXS (29% of supply) unlocking gradually over roughly 5.5 years.
Operationally, Ronin’s support docs point users to stake either via App.Axie or the AXS staking dashboard at stake.axieinfinity.com.
Breeding: Axie breeding is an AXS sink in the narrow sense that you must pay it to breed. Axie’s support docs state that each breed costs 0.5 AXS plus a varying amount of SLP based on breed count, and that Axies can be bred a maximum of 7 times.
The whitepaper also emphasizes parameter discretion. It states that breeding costs AXS and SLP, and that the AXS portion is variable and subject to adjustment based on economic factors.
Progression and “service fees” paid in AXS: In Axie’s current product stack, AXS shows up as a fee token for certain account or progression actions. For example, Axie’s support docs describe “Ascension” transactions that sync levels on-chain, with AXS costs expressed in USD equivalents (for example, $0.50 of AXS for the first ascension tier, scaling up across tiers).
App.Axie also includes AXS-denominated participation gates. The Codex “Premier Path” can be unlocked for 7.5 AXS.
Forging: Axie introduced forging as an on-chain crafting feature with forging fees “paid in AXS,” with fees ranging from $1 to $5 depending on item rarity.
The relevant risk observation is simple: Axie is trying to keep AXS “plugged into” gameplay without making it the only thing that matters day-to-day. The success condition is that these AXS fee surfaces remain small enough to not choke activity during AXS price spikes, but large enough to keep AXS meaningfully connected to the economy.
Fiscal flows: marketplace, breeding, and the Community Treasury loop
Axie’s tokenomics are hard to evaluate if you treat AXS like a normal “governance only” token. The project routes economic flows into a Treasury, then sells the long-term story that AXS governance will control its deployment.
The whitepaper’s “Future revenue streams” section lists two primary fees and states that fees and revenue generated by Axie Infinity will be placed in the Community Treasury, governed by AXS holders. It lists (1) a breeding fee paid in AXS and (2) a 4.25% marketplace fee on successful NFT sales (Axies, land, and land items).
Axie’s own Treasury explainer states that 100% of all fees and primary sales from the Axie universe will be deposited in the Treasury, and reiterates the marketplace fee and AXS breeding fee as the then-current fee surfaces.
Axie later made the Treasury inflow mechanics more concrete in its marketplace fee adjustment post. It states the Treasury receives funds from two primary sources: marketplace fees and the AXS portion of the breeding fee, and reports that “to date” (as of February 28, 2022) the Treasury had collected over 21,000,000 AXS and over 55,000 ETH.
That same post also demonstrates something that doesn’t show up in a clean spreadsheet. Treasury inflows are politically contentious because they touch creator incentives, marketing budgets, and “who gets paid” questions. Sky Mavis proposed increasing the marketplace fee to 5.25% effective March 7, 2022, then noted on March 16, 2022 that it rolled back the adjustment after community feedback.
AXS tokenomics, in other words, include an implicit governance problem: the Treasury is large enough to matter, but the cost of funding growth is often pushed onto fee policy first. That is a recipe for recurring friction unless budget policy becomes explicit and credible.
One more nuance. Axie is not only “AXS in, AXS out.” The broader economy includes other sinks and supply controls for SLP. Axie’s March 2024 Classic dev update discusses SLP burning metrics, including reporting that 6.2 million SLP had been burnt in Premium Coliseum since Classic’s comeback, and that Classic maintained a 1:2 mint-to-burn ratio at that time.
That matters to AXS holders because Treasury inflows depend on ongoing activity. If the in-game economy loses equilibrium, marketplace volumes fall, breeding demand collapses, and the Treasury flywheel weakens. AXS then becomes a claim on a shrinking governance surface, plus a stream of emissions.
Governance surface area (and its current limits)
Axie’s governance design is not just “one token, one vote.” Voting power is tied to staked AXS and an Axie Score modifier. Axie’s governance support doc states that voting power rules are determined by the amount of AXS staked and the Axie Score, and that weight modifiers exist to tune the balance between the two. It also states axsWeightModifier can range from 1 to 2, and that at the time of that document it was set to 1.5.
There is a clear centralization boundary today. The same governance doc states that, in the current iteration, proposals can only be created by Sky Mavis based on community feedback and sentiment.
From a treasury risk perspective, that is not automatically “bad.” It can reduce governance attack surface while the system is still maturing. It does mean that AXS is not yet a fully permissionless governance token in the way many DeFi participants assume.
Axie has also been formalizing the institutional wrapper around Treasury control. In its August 8, 2025 governance post, Axie announced it was establishing an Axie Infinity Foundation intended to act as a trustee and fiduciary, bound by on-chain governance decisions via its Foundation plan. It also states Sky Mavis will capitalize the Foundation with assets from the Ecosystem Fund to cover at least two years of operational expenses.
That same post provides a snapshot of Treasury composition, stating that as of July 2025 the Treasury contained approximately 23,000,000 AXS, 2,600 ETH, 75,000 RON, and 6,500 USDC, and it references anticipated recoveries tied to the Ronin hack.
Those numbers are not “tokenomics trivia.” They define the Treasury’s risk posture. If a large fraction of Treasury assets are AXS itself, then the Treasury is reflexively exposed to AXS drawdowns at the exact moment the community most wants spending support.
Treasury risk view and risk register
Axie’s strongest tokenomic feature is also its biggest structural stress point: a large, visible Treasury designed to be community-owned and funded by live economic activity.
On paper, this reduces the need for constant token issuance to fund development, because you can fund ecosystem work with fees and primary sales routed into the Treasury.
In practice, it creates a governance-grade balance sheet problem. You are running a proto-sovereign wealth fund inside a game ecosystem. That demands spending rules, reserve targets, and explicit definitions of “what can be paid from Treasury vs what must be funded by new dilution.” Axie’s public docs talk about mechanisms and intent. They are thinner on binding budget policy, which lowers confidence in parameter stability.
Dominant risk: Discretionary control over large reserves (Treasury plus ecosystem-aligned buckets) colliding with incomplete governance decentralization.
The mechanism is straightforward. The whitepaper allocates meaningful AXS supply to categories that can function like discretionary budgets, including the Ecosystem Fund (8%) and Play-and-Earn (20%). The whitepaper also explicitly notes those allocations may not be issued until the game is ready for a growth phase, even if unlocked.
That discretion can be healthy. It prevents overpaying during low-ROI periods. It also makes AXS harder to model, because “unlocked” supply is not the same as “distributed” supply, and because the distribution decision is inherently political.
Now layer governance on top. Axie’s current governance support doc states proposals can only be created by Sky Mavis in the current iteration. Axie is also establishing a Foundation that will be capitalized from the Ecosystem Fund for at least two years of operating expenses.
So the system is still in transition. During transition periods, the most common failure mode is not “the Treasury gets hacked.” It is “the Treasury gets spent in ways that are locally defensible but globally value-destructive.” Too much subsidy. Too many grant programs without clawbacks. Too much internal overhead. Too much incentive design that solves a short-term engagement metric while undermining long-term token credibility.
The risk is amplified by reflexivity. The Treasury holds material AXS amounts (Axie reported ~23,000,000 AXS as of July 2025). If AXS price falls, the Treasury’s ability to fund multi-year commitments shrinks in real terms. That increases pressure to either (1) raise fees, (2) accelerate token issuance via incentives, or (3) reduce spend. All three can push activity down if done bluntly. That is how treasury design determines survival.

Mechanism: Treasury outflows become sticky while inflows (marketplace fees, breeding-related AXS flows, other revenue) fall, forcing either fee hikes or larger token incentives, weakening AXS’s “backed by real activity” narrative. Who bears it: long-duration AXS holders and builders whose runway depends on stable policy. Measurable indicators: recurring fee policy experiments like the attempted marketplace fee increase and rollback in March 2022, plus visible changes in Treasury composition over time (reported balances and on-chain research).

Governance capture via stake concentration and contribution multipliers. Trigger: accumulation of staked AXS by large entities, or gaming of contribution badges that feed the Axie Score. Mechanism: voting power is explicitly a function of staked AXS and Axie Score, with tunable weight modifiers. That creates a governance surface where rules can be steered toward incumbents if participation is thin. Who bears it: smaller stakers and ecosystem participants who rely on predictable, neutral governance. Measurable indicators: concentration metrics in staking, changes to axsWeightModifier and other governance parameters, and the ongoing constraint that proposals can only be created by Sky Mavis in the current iteration.

If you are building internal models or advising a team that depends on Axie-linked flows, treat this as a treasury policy problem first and a “token utility” problem second. This is the part where tokenomics consulting earns its keep, because survival depends on explicit reserve policy, not vibes.
The cleanest way to improve AXS sustainability is not to invent more sinks. Axie already has several AXS fee surfaces (breeding, forging fees, Codex unlocks, ascension costs). The harder work is binding the Treasury to a budget framework that can survive bear markets without turning every shortfall into either dilution or fee hikes.
